Keeping packages not addressed to them is a felony

They keep opening and retaining my packages 
I remember when I lived there, Kaylene Barille and other office staff had a pile of packages from people that moved out, however, they were not returning them to sender, is it true for every tenant that leaves that staff there feels an entitlement to packages as an illicit employee benefit?  
I do not know, but they kept all of my packages for months after I moved out, not a single return to sender.

I'm a student looking for a good place to rent. (Medical Center)
I've read online reviews about homeless people near Signature Ridge, but they are 2 years ago. Anyone currently living there have any insights?

I have a relative at Boardwalk (research), but it's a bit pricier than my price range. If Signature Ridge is good then I'd rather go there. If it's not good then I'll splurge for Boardwalk.
